Abstract: This paper reports the results of a statistical summary of
estimates of the marginal willingness to pay (MWTP) for reducing particulate
matter from hedonic property value models developed between 1967 and 1988.
Results using both ordinary least squares and minimum absolute deviation
estimators suggest that market conditions and the procedures used to implement
the hedonic models were important to the resulting MWTP estimates. The interquartile
range for these estimated marginal values (measured as a change in asset
prices) lies between zero and $98.52 (in 1982-84 dollars) for a one-unit
reduction in total suspended particulates (in micrograms per cubic meter). The
mean MWTP is nearly five times the median ($109.90 vs. $22.40), suggesting that
outliers are important influences to any summary statistics for these
estimates.

Abstract: The rapid expansion of oil and gas extraction in large parts of the
Marcellus fields in the Appalachian Basin and the Bakken fields in the
Williston Basin of the Dakotas and Montana has reignited debate over the role
of natural resource extraction as a rural economic growth strategy. While the
popular media has focused on hydraulic fracturing and natural gas and oil
production, there has been significant interest in silicon sand mining in
western Wisconsin and southeastern Minnesota. This “frack sand” is used in oil
and gas hydraulic fracturing activity. In this study we explore the
relationship between non-oil and gas mining (NAICS 212) activities and economic
growth for nonmetropolitan U.S. counties for the period 2000 to 2007. We find robust
results suggesting that non-oil and gas mining is associated with lower
population growth, and a positive impact on per capita income, but has no
impact on employment growth.

Abstract: The influence of non-oil and gas mining (NAICS 212) activity on U.S.
rural (nonmetropolitan) economic growth is modeled using a simple Barro-type
growth framework. Because the type of mining examined tends to be clustered in
regions of Appalachia and the Mountain West, we allow for spatial heterogeneity
in the underlying growth process. We find that the global least square results
suggest that higher dependency on non-oil and gas mining is associated with
higher rates of income growth over the 2000 to 2011 time period. This relationship,
however, varies significantly across the U.S. The positive relationship holds
for much of the eastern part of the U.S., but a negative relationship is seen
in parts of the Mountain West, and no relationship is observed for the Pacific
West and much of the area associated with the Mississippi River Basin. Because
of this spatial heterogeneity, care must be taken in making generalizations
about non-oil and gas mining and rural economic growth.
