The Treasurer, being a curator for Winneshiek County, is responsible for the receipt, management, disbursement, financial reporting, and investment of all monies paid to the County and serves as agent for the State of Iowa Department of Transportation and Iowa Department of Revenue and Finance.
The Treasurer compiles composite reports from individual record books to general ledgers, reviews and reconciles receipts, bills, and cash received to assure accuracy of figures to prevent discrepancies and financial loss. In addition, the Treasurer categorizes, indexes, files and deposits materials, forms and monies received to assure public funds are administered properly.
The Treasurer is responsible for the proper receipt, accounting and disbursement of county funds within proper policies established by the State of Iowa, Winneshiek County Board of Supervisors and corporate and unincorporated taxing entities for adequate financial control.

Walk-in traffic is allowed for Motor Vehicle and Property Tax transactions . It is also an option to make payments for motor vehicle and property tax transactions by going on-line to www.iowatreasurers.org or by mailing payments to Winneshiek Co Treasurer 201 W Main St Decorah IA 52101 or by putting in the drop off box located outside of the courthouse. Additional fees apply to credit card transactions. E-check fee is .25 Credit Card fee is 2.25%

Note: For vehicle title transfers, buyers should check with the County Treasurer’s Office to make sure the proper documents are available from the seller before a purchase is made. A signed bill of sale is required from the seller.

Financial Management Duties
- Investment of Revenues

- Prepare reports throughout the year for the Winneshiek County Board of Supervisors and State Auditor

- ACH transfers of monthly tax payments
- Apportion of taxes to various entities
- Collect miscellaneous revenues from all county offices and departments
